Bruce Carter (BAC Construction) had no idea how to manage this job. The work began in June 2011 and was to be completed by October 2011. As the months went by, it was evident that the contractor had no sense of urgency to finish the job. He would typically start the day around 8:30 a.m. but would often come unprepared, without the supplies needed for the day. He would drop off his one employee and then leave to go get supplies, coming back an hour or more later. He and his one employee would then take a lunch break, and by 3:00 they were generally packing up to go home. In addition, his electrician and plumber were incompetent causing further delays. Please note that the only contract modification for this project was to address the contractor's incorrectly ordering every door and window after we had signed off on the correct doors. The delays on this job were completely the result of contractor incompetence. In October, we asked Bruce Carter for a new completion date, which he refused to provide. Instead the contractor used deceptive practices by asking us to sign a contract release before he would continue to work on the job and told us that if we were going to contact an attorney, he would not continue on the job. On the morning of November 18, 2011, after we refused to sign a contract release, the contractor packed up his supplies and walked off the job. At that point, the outside of our house was exposed to the elements and only partially sided. Inside, not one single area of the addition was completed. As such, we were forced to take BAC Construction to arbitration to recover the overpayments we made. In July 2012, the state arbitrator found in our favor and against the contractor on all charges with more than $60,000 of work left undone by the contractor, and the contractor was ordered to pay us more than $35,000 for overpayments we made. Only after filing liens on this contractor did we finally receive payment in November 2012. Anyone can check this information, as it is part of the public record in the Office of Consumer Affairs. Do not use this contractor.
