I hired him to do the work but it was cold weather so he spent the initial time collecting permits. I found out months later that some of the needed signatures were forged by the builder?s girlfriend. He started the construction in July of 2008. Things were bad from the beginning. They dug a 12 foot hole but refused to fence the area off. I was so concerned because of neighborhood children and ended up placing a fence myself. The process of building was extremely slow. I told him I would not tolerate smoking and drinking on the job. He told me that once the foundation was up the hammering would go quickly. He was difficult to work with, extremely slow, unprofessional and absent from the job when he was suppose to be working. By Nov. of 2008 the walls were still unfinished, no windows were installed and the winter rains were coming down. He'd promised me completion by Thanksgiving. It was no where near complete. I complained about the date not being met and demanded to see receipts for the purchases he'd made so far. He refused to produce receipts and said he'd give them to me at the end of the job. Nothing much happened on the house during the winter. I saw them working on the house on Jan 2nd of 2009. He instantly noted that he ran out of money and that he was working without a contract. He had previously refused to provide a contract. In Feb of 2009 I insisted on a completion date. He said he would be done by the 21st of Feb. I asked why the front porch was so small and he started harassing me verbally then began neglecting the job from that point. He screamed that he wouldn't be done now before July and is intentionally stopped working. It's Oct 2009 now and it has reached the point that my unfinished house still needs so much work before completion. He also has insisted on more money. At this point I hired an attorney. The extension of the home is actually being added to my cousin?s home. Because of this, I'm unable to sue the contractor.. the home owner (my cousins girlfriend) has to be the one to sue. They are not moving to help me with this catastrophe so sadly I have to take legal recourse. I am in a mess with this house, the home I was building for myself. I have since learned that Charles Hill is also not licensed to even build. I am disabled and have been taken advantage of in a serious way. I am having to take action with the Attorney General, Building Commissioner and District Attorney. The problems associated with this go on and on. There are unfinished stairs, improper installation of materials just to name a couple of things. He is a smoking and drinking man who claims to be a builder. He in irresponsible, unreliable and threatening. He has been insulting, incapable and extremely frustrating. My money has been wasted. I still don't have a home and I am at the end of my rope. My doctor has me on anxiety medication and the problems have affected my health terribly. Stay away from this man at all costs.
Description of Work: I hired the services of Charles Hill early in 2008. He was hired to construct an addition on an existing home consisting of a breezeway and an addition. These were connected to the existing garage. He was a friend of a relative who lives in the current home and the recommendation came from there. I agreed to pay him as he went along with the job. It seemed to be about $1000 a week although the estimate was $65000. I should have insisted on a firm contract and clear payment contract but did not. Big mistake.
