I hired Tom Kelliher for a $22,000 home project. I paid him a $4,000 deposit, but he never did any work and refused to give me my money back. When I asked for a legal start date before paying more (as required by Massachusetts law), he retaliated by reporting me to the town with false claims—including that I refused to pay and had unpermitted work done (see attached screenshot). At first, he said he would cancel the permit and return the deposit minus the permit fee. But two weeks later, he changed his story and said he would only return around $1,300—claiming the rest was for his “wasted time.” No work was ever done, and no receipts were provided for the charges he invented after the fact.
