I communicated with Bruce Foucar about me doing the time-consuming work of snaking the Romex wire from 3/4 of the way up the inside wall of my house - to add a double bulbed Halogen lighting fixture to illuminate my dark driveway. I left about 5-6 feet hanging out of my siding - above a hallway window - for him to work with. At the other end - I left a few extra feet for him to connect to a new circuit breaker - HE was installing. He agreed to pull a permit for this work. My house was built in 1914 - and was full of antiquated knob & tube wiring - which. I communictated my goal was to Replace and Eliminate this out of date wiring (I thought was an obvious goal). When Bruce arrived - we reviewed the work - and I showed him the prep work I had done. He didn't ask many questions - but I asked if he was on the same page - he implied that he understood. After he connected the exterior lights - we went into the basement - he was in the front corner of it. I excused myself for just a few minutes - when I came back in - he 'CUT' my brand new Romex wire(s) - and was attempting to SPLICE them into the 1914 knob & tube wiring!!! : ( I don't usually blow up (externally) at people - but I asked him 'What the h*** he was doing??!!!' - He nonchalantly said he thought I wanted him to ADD this new modern wiring - to the old (dangerous - well dangerous to ADD to) wiring. This approach is completely AGAINST WIRING CODES!! We didn't have time or more wire to mess with repulling Newer wires to fix the problem HE caused. - He added a junction box - and reluctantly reattached it to my breaker box (circuit panel). I told him (as I tell ALL professionals I hire) - HE had to pull a permit with the Billerica Electrical Inspector. - I paid him the extra for the permit - and a couple years later - while at the Electrical Department - discovered he NEVER pulled ANY permit!! : ( That STUPID junction box is still there - and I still feel upset - every time I see it! A note about ALL home improvement contractors - a trick the unscrupulous ones try to pull - is get You (the homeowner) to 'Pull the permit FOR them'. - Which is IMPOSSIBLE to do! - If you pull a permit - you and you alone Are FULLY responsible for whatever work they do or do Not do. - You can NOT pull a permit FOR a contractor!! They have to go in-person and do it themselves. - They have to show the Electrical Dept that they are a licensed contractor and have the related insurance. Sometimes - I insist this permit is pulled BEFORE the work is started - and that that little Green paper is IN my front window - DO NOT just take their word that they HAVE or WILL pull it! - Live and learn (I did)
