Jose graciously agreed to view the house the next day. He was very professional, taking detailed notes and measurements and offering suggestions. Because the 203k was time-sensitive, he said he would have the bid submitted within four days, at the start of the next week. I gave him a copy of the work specifications, which included attic refinishing, a stairwell, tear-down and renovation of 2 bathrooms, kitchen remodel, and roofing. Jose has received some great reviews for his work.
The day after the bid was due, I contacted Jose. He admitted to being very immersed in another project and would get the bid to me tomorrow.
Unfortunately, I was very impressed by his professional conduct in our meeting and did not meet with another contractor. I contacted him several times after the bid due date, as it was holding up the underwriting process. Each time, I was reassured that he would send it "tomorrow". My fault for not finding another contractor earlier- his bid was finally submitted 14 days after he agreed to submit it, with glaring omissions like the entire attic build-out and new stairwell. I was put in a real bind to find another contractor to view the property and provide a bid within the week to meet deadlines with the underwriter.
Later note: The contractor hired to work on the house was able to provide an all-inclusive bid that was still $15,000 less than Jose. 

He did a really good and easy to work with. He also had a great price.
