We ended up suing Jeff Tipton and Tipton Contracting on our contract in Fayette Circuit Court.
Back ground:
When we signed the contract with Jeff Tipton/Tipton Services Inc., Jeff said that the job would take two weeks to complete. Because we were leaving the country in two days, and the work would be complete before we returned home, we foolishly paid a $6,500 deposit.
However, we returned home to find that not only was the job not completed, but we found that very little to no scraping or other prep had been done on large areas of old, lose, flaking paint which had been painted over. Unsurprisingly this paint was already pealing. When we pointed this out to Jeff he claimed that he had extra paint in his sprayer and just decided to keep painting over the unprepared areas. He then pointed out the portions of the house that were "totally complete." When we inspected these areas, we could peal the new paint with our fingernails because the old paint was loose and had not been removed.
After pointing all this out to Jeff, he promised to make everything right at no additional cost. So it seemed that we were all happy.
Unfortunately , we discovered that Jeff would work only for a few hours at a time, disappear for a day, two, or three, and then come back and paint for a couple of hours before disappearing again.
We also discovered that Jeff was trying to paint our large, old house totally by himself when it would have taken a crew of at least four people, working full time, 5 days a week, at least 3-4 weeks to complete.
Jeff finally left with no surfaces complete saying that he'd work out with us a refund of our deposit.
We contacted another professional to complete the job, and were told that nothing Jeff had done was salvageable. That in fact, because he had painted over improperly prepared surfaces, the loose paint would be much harder to remove, and the job would take longer than if Jeff had done no work whatsoever!
Jeff never contacted us, returned phone calls or tried to work with us on a refund of our deposit in any way. We were forced to file suit against him in Fayette Circuit Court. After the suit was proceeding, Jeff's and Tipton Service's lawyer told us that there were NO employees and that Jeff was without work, hadn't worked for a long time, and was going to file bankruptcy. After negotiations we ended up settling for a return of only $2,500 of our $6,500 deposit.
The good news is that our house has finally been completely painted after after having been properly prepared. The bad news is that with the $4,000 Jeff refused to refund, the job cost more than the original quote.
We have never written a negative review before, and hate to do it this time, but felt the need to warn others not to hire Jeff for any type of work. The only exception might be if no money were paid to him up front, and he was paid only as portions of the job were satisfactorily completed.

Two-person crew that includes the company's owner was neat and meticulous with their attention to detail. Job was performed above expectations in every way.
