Contract was signed on March 9, 2011 for a six-week project. Contractor constantly didn't show as promised and at the beginning seldom responded to telephone calls or e-mails. A series of creative excuses were given as the project dragged on into the 14th week of the six-week project. Finally after almost a month of no-shows, except for a tiling subcontractor whom we found out later the Contractor did not pay, we received an e-mail stating health problems, personal business issue, and a week of vacation had caused the latest absences. He said the project would begin again on Monday June 6, 2011 and brought to a rapid completion. Contractor did not show on June 6, and we sent an e-mail saying we considered the contract broken, and asked him to pick up his tools. He showed on June 13 and said he hadn't seen the e-mail and was ready to work. By that time we were pursuing other means of completion. Mr. Sharstein's absence coincided with his receipt of 75% of the monies for his project. As we contacted the electrician, plumber, and tiler who had worked with Tom on our basement to hire them to complete their portions, we found that two of three had received no payment from him, and the other had received partial and was left with electrical kits etc. to complete our basement lighting and power. We also found that the wire for the bathroom floor radiant heat was incorrectly installed by Mr. Scharstein, and we didn't discover this until after the floor was tiled. Our only option was to abandon the system and absorb the cost. Mr. Scharstein of A Tom Inc. is now using the following business address: 2651 Highland Avenue, Cincinnati, OH 45219 Recommendation: Don't hire this man.
