Alter Construction

Description of Work: First of all, there is NO 123 Broadway in Merrillville, Indiana. Secondly, Mr. Chapman has no address listed on either his business card or "proposal and contract" form; in fact, the "original" proposal and contract form is a xeroxed sheet, rather that a printed form. When Mr. Chapman filled out the proposal and contract form, he could not give us a copy (first red flag). Mr. Chapman said he required a 50% down payment before any work began (not unexpcted,) but insisted that the downpayment be made in cash (second red flag). This happened on Friday, 8/19/2011. On Monday 8/22/2011 Mr. Chapman and his assistant showed up to start the work. By that time, my wife and I decided we wanted to cancel out. Mr. Chapman returned the original proposal form. I had checked with the Town of Merrillville Building Department, and Alter Construction is NOT licensed by the town of Merrillville, as required by town ordinance. When I questioned Mr. Chapman about this, he said that Alter Construction was indeed NOT licensed by the town of Merrillville, and would get the license if we would pay the price, as a tax. If the work is done like the "company" is run, we want nothing to do with it.
