Day after day during October and the beginning of November the weather was perfect to pour concrete, yet no work was done at our house.
The contractor has one excuse after another for not getting the work done - the weather (yep, he waited until the winter to do the work), can't get a concrete truck, and couldn't find the permit number. My recommendation, use someone else.
"First time i heard that the work was not done fast enough. We did not want to take a chance and pour on a rainy day. If we were to take the chance, then the contractor would be accused of getting it done in a hurry and not caring about the quality of the work. I am not re-doing a job if there are imperfections at my expense. The permit situation was a mess due to the homeowner wanting to add more to the permit then just concrete."
