Across country construction

Amr Labib president of Across Country Construction issued a quote on 10/2020 in the amount of $38,000. for a project I have in Lakeland, FL. Amr stated he had already issued his paperwork to the State of Florida to become a "certified/registered" General Contractor in Florida, hence why I was comfortable having him remodel this home. I have known Amr for over 15 years and had no reason to doubt him. Not only did he not complete the job (only did less than 1/4 of the work) but asked for an advance of $4,000 on 10/13/2020 prior to starting the project and during the time he states he was working asked me on 1/19/21 to help him pay for his truck that was in the shop in the amount of $1,315.63. Again, being a friend, I told him I would pay for the truck and deduct from 2nd invoice draw and I would be deducting the $4K advance from each of the 4 draw payments. He shortly left the job site never to return and to date owes me close to $5K. He left the job site in a terrible mess, had new unused materials stored outside which ended up being stolen. I have emailed Amr Labib several emails in the hopes we can come to a resolution on the amount owed and to present he has not responded
