Secure fence

I am EXTREMELY DISAPPOINTED in Roberto the owner. We had a rocky start, and I was going to cancel contract due to lack of NOOOO communication, not responding to messages, etc. He promise that he would get better at responding. I paid 50% at contract signing. He ask for a payment when they started the job to get supplies and once they completed 95% of the job he ask for the final payment. I try to support small business and I obliged, only because they were finishing up the job and the few other things that needed to be done was small and I was told they were come back in a few days. He took my kindness for granted. His staff completed the job at 95%. We like the fence, but it's still not completed. Missing two post caps, and the plastic wedges is still at the post to elevate the fence to dry concrete, and was told that the areas at the post would be covered with black asphalt to match my driveway. So at this point the job is not completed. He was suppose to come this past Saturday (didn't happen). I text one last time this morning (Sunday) no response. No one answers the office phone. I have never paid a contractor in full until the job is completed. This is my fault for trying to do a good deed and I got taking advantage of. I have several friends, family and neighbors inquiring about his services. I will not recommend his company.
