I paid $69.95 for his service visit and diagnosis. He told me the contactor relay was defective. He then proceeded to have me initial lines on his invoice that were not even filled in, and I stupidly initialed them. He then put down the exact part number of the relay he replaced, and I had some knowledge of how inexpensive common relays are, so I questioned him when he then filled in what he termed a "heavily discounted special price" of $115 (showing retail of $261). He totally lied and claimed this was a "special version" of the part. I should have told him to wait, and gone into the house and looked for the part on the computer at contractor supply houses, but I failed to do so. When I later did, I contacted the manufacturer of the part whose technician immediately told me "you have been ripped off", explaining that the part marked with their name and part number was about a $5 part, and never had a "special version" been made by them of it. I then found the same part on over six Contractor supply houses with the price ranging from the $4-$7 range. I was horrified. I immediately contacted the contractor with my findings, who played a good game of meaningless talk, and said he would send me proof of his price of the part. He never did, and I began a dispute with my credit card company. In addition, he convinced me that I needed a clean & check as the Trane A/C outside unit was in need of it. I agreed. But as he pulled side panels off that unit, he placed them against my stained wood siding, and then sprayed them with what he termed caustic acid. I was angry and said, what are you doing, placing these panels against my siding to clean them with acid? Rinse it off imediately and my siding. He had a Clean & Check list, where he marked down that he cleaned the condensor coil, when he never did, as I later found that this coil is located in the air handler in the attic, never in the outside A/C unit itself! I had to then pay another contractor to come out to both verify what he had done and not done, and the contractor was horrified at the incomplete job, his unacceptable placement of panels against my wood siding, when they should have been sprayed and cleaned with the acid away from the building. The second contractor confirmed what I already knew, that this Elira owner never touched my air handler (which I could see as I watched him continuously from the other end of the attic). To perform any maintenance on the air handler (part of the A/C system & thus the clean & check maintenance), he would have had to remove an access door from the air handler and spray clean the coil, plus check the overflow pan safety float shut-off. In addition, he was ready to leave without, as we discussed, going into the attic to service the air handler, as he stated he would be doing. I had to say, "Wait. You haven't gone into the attic for the air handler." I could tell he was p*ssed he had to go into the attic. Once he entered it, he complained constantly about how hot it was! Imagine that - in the dead heat of summer, not to mention that such complaints were uncalled for, as the job of an HVAC person is to perform his functions, regardless of heat, as that goes with the job. He then lied to me and told me a damper was closed instead of open, and that he turned it open (a child could do this), and lied that the wing nut on the top of the damper was loose and that he tightened it. I saw what he did - he used no tools and did nothing but pretend he did something. I knew this as a fact, as the wingnut was rusted on as if it were welded. It had no bearing on the damper staying in any position you turned it to, as I had, over the years, checked it, and it was always open, plus I had just been in that attic to change the cheap air filter, which he was to do, and did not. That would have required him to actually touch the air handler, and he didn't want to make himself any more uncomfortable, and, as I stated before, never actually touched the air handler. He fought tooth and nail with my credit card company, and got to keep the 1,500% markup, despite all the evidence I provided my card company. They tried everything they could, but he and his card company refused to take the chargeback. It had to go to Visa, where they stated that because the invoice was signed (remember, it was unfilled when I stupidly initialed every line he asked before he complete it), they could not rule in my favor. So, this scoundrel got to keep the $69.95 service & diagnostic fee, plus an overcharge of over $134 for the part. He lied even further to the credit card company, stating that the $115 charge was not just for the part but also for installing it and for "carrying charges," when this liar stated directly to me that he was not adding any charge for "snapping in & pushing on a couple of wires" & stating, "See how simple and quick this is? I already charged you $70 for the call & diagnosis, so I'm not charging for this 2-minute installation." Yeah, right, because you overcharged and lied about a $5 part by $134 dollars. I've experienced dishonest and incompetent contractors, who I've asked to leave when I discovered their impropriety, but this one was a real slick operator, the likes of which I never before encountered, that achieved ripping me off and lying to me and manipulating me to sign the lines of his invoice. He even covered with his finger column headings stating "Standard Rate & Plan Rate," saying, "Oh, ignore these, I should have changed these as they are wrong," and then turned around and lied to the credit card company that these terms were fully explained to the customer who understood and agreed to them. A first-class con artist. AVOID AT ALL COSTS!
