The contractor price estimate was much higher than others. He left, called back on his cell phone and said, he would reduce it for cash. He demanded 1/2 of payment up front. He arrived at sight with insufficient equipment and equipment that didn't run. The homeowner help him with his own equipment. Sidewalk was formed crooked, poured improperly with incorrect drainage, no expansion joints next to solid walks/walls and existing driveway. Stamped pattern was off by 2 inches at the end. Contractor said, that is just the way it is done and can't be done any better which is not true. Patio area was formed 4 inches off square at one corner, 2 inches wider in some areas, no expansion joints and stamped pattern was off by 9 inches. Contractor acknowledged there were 'some problems' but, most people would accept it. Subsequently 5 other contractors/experienced construction people said it was one of the worst they had seen. Mr. Rusk, the contractor later acknowledge all the problems said, he would tear out the poured concrete, then replace all to the satisfaction of the homeowner. He would write a new proposal, return with in 3 days and begin work--but, the home owner would have to advance him the remaining balance to pay for materials and the homeowner agreed to do so. Mr Rusk did not return in 3 days but, did call back 3 weeks later wanting to come out and discuss again what could be done. Mr. Rusk did meet with the homeowner, attempted shift blame by trying to prove the driveway he had measured from to align his forms was off by 1 1/2 inches. The homeowner proved this to be not true. Mr. Rusk then admitted again his work was not satisfactory and would redo 'most of it' with in the next 5 days. The homeowner requested a written proposal of exactly what was to be done with both signing such. Mr. Rusk said he would return the next day with such, begin tearing out the old concrete of which the homeowner was going to assist doing and repouring the job to have it done within the week. Mr Rusk never returned, never called and has never created an written agreement to date that he promised. Mr. Rusk was caught in a number of lies and changed his story multiple times regarding what he was going to do. He is the worst contractor the home owner has ever dealt with in the process of building a 2500 sq foot house that has substantial amounts of other masonry and concrete work that has been done properly by other contractors.
