Started out fine. They started with the fence, set the posts on a Friday afternoon. The following Wednesday I was told the concrete had to set another three days. I was skeptical, as other fences in my area went up in about 3 days. There was always some excuse about the weather. Then I found three posts loose, one so much so I could pull it 6 inches in every direction. That hole didn't have enough concrete to completely surround the post and the other two holes didn't have enough concrete to fill them. Additionally there was concrete slopped all over the ground around the posts. Premier reset the loose posts, but very upset because I showed someone else. I found out I was being sandwiched in among a lot of other jobs and wondered if that explained the poor quality. The contractor seemed to have forgotten the French drains. I asked for something in writing to ensure they had everything. Andrew Simmons demanded whether I had been "scared into this." He also became defensive regarding permits. I wanted to finish the yard but couldn't shake my uneasiness regarding the quality of the rest of the job and asked to terminate. I had paid $5,000 in advance, $3,000 for the fence, $2,000 for the irrigation. He said fine, he would issue a refund but not the full $2,000 because of "extra work." I told him the posts would not have had to be reset had he set them properly the first time, to which he responded, "I ain't doing it for nothing." (While he was hustling my business I was told "If you're not happy with something, it's free.") In the meantime, I have received no refund, Andrew Simmons has blocked my calls and has not responded to a certified letter or complaint registered with the BBB. (While he finished the fence, he left concrete pieces, a piece of fence post, and drink cups strewn around the yard.)
