Contractor was not the successful bidder. Doug Smith was referred to me by a friend who had recently had him do some concrete tear-out and replacement work. While his quote, once I received it (late after several follow-up calls) was price competitive; Mr Smith required 50% of the cost paid in advance. For this type of work, requiring an up-front payment of 50% for work that requires no special pre-ordering of custom materials is ridiculous. Perhaps he was too busy to accept the job and this was his way of "bidding" and not merely declining the work. If so, I wish he would have declined interest initially and I would have focused on my other bidders for what was a $4,000 concrete replacement job.
