Mr. Stagg provided an estimate for the decorative concrete curbing job (residential).
I asked for proof of insurance and bond, as his Angie's List info states he has each.
He promised an email with info the following day, but info never provided even after several requests.
Manuel Stagg is a nice guy, but according to State of FL records, has no LLC or corporation in the name of "Tampa Curbing", and he is not registered as an owner or agent involved with same.
All of these prior companies listed in the name "Manuel Stagg" in Tampa, FL are dissolved or inactive:

None of the above companies in the name of "Manuel Stagg" are actively registered as corporations, LLC's, etc. according to the State of FL Division of Corporations website.
There is no licensed contractor in the state of FL named "Manuel Stagg" nor any contractor's license issued to "Tampa Curbing" according to the Florida Department of Business and Professional Regulation.
Upon checking for workers' compensation compliance, there is nothing listed on the State of FL workers' compensation compliance database in his name, or in the name of "Tampa Curbing".
If he has insurance, he has not provided a binder to me, nor is he or his company listed as being insured in the State of Florida.
To top it all off, yesterday, he (or someone using his email address and his name) ACTUALLY SENT ME AN INVOICE "PAYABLE UPON RECEIPT" for the full amount of the "free estimate", though NO WORK WAS EVER PERFORMED, nor agreed-upon (pending receipt of his insurance and bond information).
Clearly, the invoice will NOT be paid, and he has been eliminated from the list of contractors we chose to do business with for this project. This could have been a mistake on his part, however, he has not replied to any of my two emails seeking an explanation as to why he sent a "payable upon receipt" invoice for work never agreed-to or actually performed!
The word "shocked" does not begin to approach my reaction at the receipt of the invoice. I will stop short of calling this a potential "scam", because I have no proof of same, but clearly, the invoice and demand for payment for work never done, speaks for itself.
Mr. Stagg, if you read this, please explain to the Angie's List clients why you would send a "payable upon receipt" invoice for work never contracted for, nor performed. Also, please explain why you have yet to provide your bond and insurance information.
I'm trying to patient and understanding, but this is not the way business is done, and unfortunately, you will not be doing any work for me either now, or in the future.
