All of the electrical work performed and the related materials/equipment installed by Ace Electrical of Tallahassee for the installation of our swimming pool was substandard, dangerous and not up to code. Even though it occurred in 2009, we had no possible way of discovering the substandard work until we experienced an unrelated electrical issue in May 2014 and opened up the breaker panel. In May 2014, we had Weston Trawick electricians at our home on an unrelated issue which required them to open and remove our breaker panel box. Immediately they noticed that the large floating and disconnected coil coming down from the attic. The entire cable was not grounded in the panel box and alarmed them enough to ask to immediately inspect the outside pool pump wiring. Upon outside inspection, Weston found that several of the subfeeds were not done properly and that the risk of shock was clearly evident. In distress, we immediately contacted Ed Jarriel department head at the Leon County Code enforcement office (850-606-1339) and demanded to know the history of the permit for our pool construction. From his office, we learned that Ace Electrical was the permitted electrical contractor, and that the Code Enforcement inspector, Park Walker, passed the final inspection in Jan. 2010. We insisted that Mr. Jarriel send the current inspection supervisor to our property to look at everything and confirm the discovery. Turns out Mr. Walker is now the supervisor, and we have him on video with the guys from Weston Trawick, admitting that the dangling loose feed at the breaker panel was not up to code, and the breaker box installed at the outside pool pump was also dangerous and not up to code. We insisted that the County waive the permit requirement on the spot (Mr Jarriel agreed to do so) so we could hire Weston to fix the substandard work and have Mr. Walker watch them and inspect the final work (which he did). When we tracked down Coleman Viglione over the phone (got his phone number from Park Walker), he remembered our house and the job, but said he had filed bankruptcy and it wasn't his problem. Since he filed for bankruptcy, Ace Electrical of Tallahassee and its owner Coleman Viglione don't have to pay us a penny for the cost to repair the substandard work, not to mention one penny of lost wages or damages. Mr. Viglione has formed another company called Ace Electrical of Leon County, and he is purportedly planning new jobs and work, with an active Electrical Contractor license filed with the Florida Dept of Bus & Prof regulation (EC0002528). From December 2009 to May 2014, our entire family was at risk for shock and electrocution. Thank God nothing happened, but we are sickened that the work done by Ace Electrical was not done properly, and that the code inspector passed the inspection in error. These things never should have happened. As homeowners, we followed all the rules and hired a reputable pool contractor, pulled permits, had inspections and had faith in honest dealings. Mr. Viglione apparently has enough funds to pay an attorney (Kathryn Hathaway) to file bankruptcy filings for him. She also never returned our call once we notified her of the substandard work performed and danger to our family. She also vigorously defended Mr. Viglione's honor and reputation, but one has to wonder how one's reputation is affected when they file bankruptcy for one company then form another with almost the identical name???? We can document our statement, with video, invoices and confirmation by the code inspector, and electricians hired to repair the work.
Description of Work: Coleman Viglione and his company, Ace Electrical of Tallahassee, served as subcontractor to our Pool contractor in 2009 when we had a new concrete swimming pool installed on our property in Tallahassee. Ace Electrical apparently did lots of work for our pool contractor, Quality Pools, at that time. They were responsible for upgrading our breaker panel inside the house and also installed the electrical panel outside our house attached to the pool pump, including several 3 outlets.
