I finally found this company who was willing to do the work. They didn't have to remove the railing, they just cut the pavers around the supports. He was the most expensive quote, but he did what they said they would do without changing their initial bid. I was generally happy with the job, even though either companies told me I'd paid too much. I was still satisfied with the job. I've had them bid some other jobs for me.
