Initially he wrote up a contract for almost $4000 to make the repairs stated above that also included painting and repairing areas that were damaged from previous renters. Jeff also agreed to complete the repairs an open house I was having at the end of the month (which he did not). After reviewing his proposal, I told him that $4000 was outrageous, so he reduced it to $3000. I regretfully gave him a deposit of $1900 to get started on some of the work, but informed him I needed to speak with my husband (who was out of town) about what work we wanted done since his estimate was so high. After speaking with my husband, who did not want to spend so much money on repairs for a rental property, I immediately called Jeff and explained that we were only going to spend $1900 on repairs and that we would do a lot of the minor stuff that was on the list. I told him he was only to do $1900 worth of work and that we would work together to prioritize what items he would do. Well he went and did everything on the list of repairs that he wrote up in his proposal, with the exception of the painting and wall repairs, even though I told him not to. He claims he has no knowledge of our conversation and that I told him to do everything. Now he is telling me I owe him the remaining $1100. I refused and he made threatening remarks to me. I have spoken with several other people that he does work for and he does the bait and switch often. As an example, he quoted a woman $700 to do her tile work. Now he claims no knowledge of that price and is charging her $1300 for the work. Watch out for this guy!
