Rich misrepresented himself as a licensed dock builder. We found out that he used to have a license, but currently does not. (There is a license number on the contract). He told us that we did not need a permit for the new dock because it was to replace the existing dock. This was incorrect. He put the dock in and we got a letter from the County a few days later stating that the dock was illegal. He continues to claim that you do not need a permit for the replacement of an existing dock, even though he was fined by the County. The folks at the county say that this is not the first run in with him. He also wanted us to pay additional for the time that it took him to fix his screw up and tried to add on about $1000 to the bill. The dock ended up smaller than originally planned, but he wanted us to pay the amount for the original bid. We ended up paying the "per square footage" price. Watch out for this guy. The County folks say that he is not insured. There are plenty of reputable dock builders out there that cost about the same amount, but are licensed and bonded.
