Natural Stone Cleaning

Things didn't go so well. He was the 3rd person we had out for an estimate. He wasn't' the highest nor the lowest. He seemed competent in the work so we hired him. He put polyurethane on top of terracotta tile and it never dried, ever. It was stick and bubbled. We asked him to come back, which he did. He had a worker with him that seemed to be under the influence the first couple days she was with him. When he came back to remove the polyurethane he didn't get it all and now he refuses to complete the work. His response is that I should take him to court. I've tried to work him numerous times and he says that he got it all, but he didn't. I have to put area rugs down around the kitchen, hallway bathroom to cover the spots. We've had several other companies out to try and fix the problem but most of them don't want to get involved due to the damage that's been done. One guy tried today to get more of it off but he couldn't. He said you can't even sand it off because you'll take off tile and the polyurethane is down into the grout too so sanding won't help. Basically we have to replace the whole floor, in additional to places on the baseboards. We paid him $1,000 and now with the damage it's going to cost far more to fix. I've asked him for a full refund but he refuses.
