Sergio's Koi Pond & Waterfall

I have hired Sergio for several landscaping projects over the last 6 years with amazing results. I first used him to fabricate a waterfall and stream, coral rock wall and pergola in my backyard and had stunning results.  For my most recent project, Sergio designed a beautiful concrete deck for my dog's section of the backyard.  Prior to constructing the backyard, Sergio did a total clean-up by removing the old mulch and gravel and replacing it with new mulch.  As always, Sergio's price was reasonable and the results were fantastic.  Sergio is very professional, reliable and meticulous with his work.  This project was completed within the timeframe promised.  I would recommend Sergio to anyone without hesitation.

He went above and beyond. I've gotten so many compliments on the pond. He worked with us every step of the way and gave us suggestions along the way. He kept checking with us to make sure that we were satisfied. Him and his employees were very professional. He also did some landscaping for us. He redid our front yard. Everything that he has done has made it a showpiece in the neighborhood. Neighbors and people driving by stop by or slow down to take a look at the transformation. I'm a 62-year-old woman that Sergio Loynaz ripped off. He is unprofessional and doesn't seem to know what he's doing. He breached the contract that he drew up himself. I paid him in full yet he did not finish the job. He wants $1,500 more to finish it. He's a con artist. All smiles and friendly and chummy yet steals you blind. He told me that he did not need a permit because it was a pond, not a pool. However I was advised that I did need a permit, and now I have to pay to demolish his work.
Instead of a pond I just get a hole in the ground. The cost of this hole: $10,619.16.
HomeAdvisor dumped him after they saw he breached the contract.

UPDATE:
1. Contacted Attorney General's Office, which contacted Mr. Loynaz.
2. Mr. Loynaz agreed to finish the job since he did not want to lose his license
3. Came out and, instead of putting regular concrete down like he was supposed to do in the first place, he spread some kind of white sand "concrete" that he said would harden with the morning "dew"; it did not; it didn't even harden with the afternoon shower.
4. Called Mr. Loynaz about it and asked him to put down regular concrete; that's when he screamed profanities at me and threatened me.
5. Contacted police out of fear for my safety; they said all he did was exercise his "freedom of speech" but as soon as he harms me they will do something about it; advised me to buy a gun.
6. Contacted the Attorney General's Office about incident and am waiting for a reply.

I had used Sergio a few times in the past 5 years since I have this waterfall. He had always been hit or miss ( not always available) but I continued with him out of lack of any other source. The water fall always needed repairs. This last time, he said I should re-do everything spend a bit more for upgrades and that should leave me trouble free for a good long while. When that didn't happen, and I needed him to come back within 6 weeks to get it going again, he got frustrated. He said he couldn't do it without getting paid again. We agreed to $80.00 more for his time. He came, left me a bill since I wasn't home, then called me threatening the next day that he didn't get his check yet. The next day!! I was shocked. I felt so insulted. I am not a person who doesn't pay. He just thought that he really shouldn't have charged me and maybe I was sharp enough not to pay but not the case at all. I had mailed his check and he cashed it the next day. I asked him why he left me a nasty message like hat after all the patience I had with his failed work. He said he needed the money. I don't want to hear that nor do I need to feel bad about his wasted time. I want my water fall fixed. It isn't. Everyday I look at the green sludge mess in my backyard, I am reminded of his lack of professionalism.
