I interviewed the owners of and received estimates from two companies claiming to be expert at restoring old terrazzo. I chose this company only because the owner himself actually came to see the floor and meet me before taking on the job. The other company's owner sent one of his workmen. Price was not a factor. 
Once the agreement was signed and the first payment made work began quickly and proceeded at the pace I had been told. The floor had deep stains from carpet padding and nail holes around the perimeter of each room to be done. I saw for myself how tricky it is to match the colors and size of the stone chips that, along with a special epoxy, are used to fill the largest holes that would be most visible. I made a video of the crew filling and grinding the holes and floor, then sealing and buffing it which I posted on my Facebook and on YouTube (http://youtu.be/f5iA7yBzYG0). I'm sure you'll find it quite thrilling. Naturally I documented the entire process in still photographs also. 
I am completely pleased with the work that was done. Although an equipment breakdown caused a day to be lost, it wasn't an inconvenience for me living here. The crew worked hard and didn't require lengthy lunch and coffee breaks. My new/old floor shines and looks great. The owner came daily to check on things, do some detail work, make key decisions and translate certain Spanish words and idiomatic phrases that were beyond me. 
Because one small section of original terrazzo floor that divides the living room from the Florida room is very slightly raised and heavily damaged from carpet tack strips AND a sliding-door track we decided it would be best to slice off that strip. From that point the layer of terrazzo tile would begin, hopefully matching the original terrazzo as closely as possible to continue the entire terrazzo look all the way to the end of the interior living space. 
Because the final phase of the entire flooring project has yet to be completed, I'm reserving my final grade. While I doubt it would go down from a B to a C, it might just get raised to an A if this gorgeous tile I selected is installed properly and that piece of terrazzo can be horizontally sawn off and removed cleanly.

UPDATE 3/3/2013  The damaged part of the original terrazzo floor was surgically removed. The tile installation went perfectly and the grout lines are barely noticeable. I've gotten compliments already on the expert way the tile was laid. In addition, the Renewit crew took care of a small area of original terrazzo that lost its luster when I stupidly tried to clean a stain with bleach. Now the entire floor looks like new (for 1964) and the Florida room is gorgeous--no more bare concrete. Upgraded this grade to an A.

The black band of cuban tiles around the exterior of the dining and living rooms date from the 1930's and had a lot of wear at all the entry ways into those rooms.  We had three estimates and Joe Fernandez was the only one who came up with the  solution to add some paint to those worn areas. 
In order to do the above, the furniture had to be moved from room to room (and subsequently placed back) in order to do the work.   Joe's two workers were very thorough and dilgent in their approach.  It took two solid days to complete the job.
The applied paint at the entry ways did the trick (so much so that we also had them do the same with the black border in two bathrooms).   The cuban tile floors now sparkle!
Joe and his team took great care with everything (leaving no mess behind) and came when they said they would.  Joe also provided care and maintenance instructions for the floors.  I would recommend them to others.

I am extremely satisfied with the results of the restoration of our terrazzo floors. It was a tricky job because they were covered with paint, glue and epoxy, and Joe made them look even better than I ever expected. He was very professional and reasonably priced and takes pride in his work. When my floors need to be restored again in 10 years, I will hire Joe again.

The owner "Joe" was very courteous when I 1st met him for an estimate and when I could not get another contractor to respond for an estimate, I called "Joe" back and he set up an appt. to do the work. His 2 employees, who were working steady all day long, were very nice, hard working and I trusted them alone in my house without any supervision. They covered my carpet with runners and also covered my wood floor with runners so that they would not track particles throughout the house. They also cleaned up very well when they completed the job. The bathroom marble was very dual and they spent most of their time using a commercial buffing machine to polish the floor. Prior to the work beginning, I had to hand scrape all the grout out between the tiles (to get a clean grout line which took a lot of manhours to complete) and for a nominal charge, they also re-grouted the floor. Aging stains on marble (mine was 29 years old) is almost impossible to get out no matter how much work is done. However, the polished floor looks much better than it did as well as the countertop. Polishing marble is not cheap but cheaper than replacing and could be a good alternative when your trying to spruce up your house for resale.

We decided to refinish our old terrazzo floor that was covered by Mexican tile. We did remove the tile ourselves, which was a breeze. Joe came in, gave us a quote. We compared his price to another company and they were equal. However, Joe was able to start right away. He also gave us an option of staining the floor with patina, just in case. They were punctual, showed up in time. He said it will take them 2.5 days to finish and it took them 2.5 days to finish! We would hire his company again and again. The filing jobs on the cracked part was done superbly.

The owner, Joe and his crew showed up promptly at the 8:00AM scheduled start. Joe introduced us to his technician Gonzalo, and while the crew moved furniture from the first area to be done, we discussed the expected schedule and procedure for the various rooms. The job was estimated to take 3 to 4 days, but because a delay on another job required Gonzalo's associates to remain there, he worked alone for the first 2 days, with Joe coming to assess progress at the end of every day or so. Gonzalo was very competent and friendly, and took special care to address problem areas. (47 year old terrazzo, especially if it has had wall-to-wall carpet on it for many years and has had staining through the carpet, will not look quite like new, but it can look remarkably beautiful when properly polished, and it is a durable, practical floor). At one point, with Joe's approval, Gonzalo took more than 2 extra hours to repeat the whole 3-step diamond grinding process on a section of floor that had some remaining stickiness from the carpet pad that could have affected the final finish. I was impressed that Joe did not vary from the original estimate when the job proved to have some problem areas that weren't evident on first inspection. We were thoroughly satisfied and will not hesitate to use this company again for a re-touch of the areas completed and to have the final 2 bedrooms done. (Be wary of doing your whole house at once. You have to empty whole rooms and concrete dust is an inevitable byproduct of the grinding, but they did a good job of protecting the walls and of cleaning up).
