Contractor agreed to remove, replace, prime and paint soffits, to oversee the removal and replacemen of gutters and to leave the left over paint for touch-ups.  Job began the first part of 12/2013,  I paid for materials, before completion Michelle called to ask for payment and I said " not until job is finished" on 01/05/14 Neil said he would be putting on the final coat of paint that day and asked if I would drop off final payment on my way home from work which I did.  A couple of days later I noticed that the plywood beneath the 8 new 6" x 12" vents had not even been primed!  When I called Neil he said that he still had to put on another coat of paint and would unscrew the vents and paint underneath before the weekend. I've made four phone calls to this contractor asking him to finish the job, each time he says it will be finished by the weekend but it's been 4 months and it's still not done.
