Just like one of the other people leaving feedback this builder has been the worst business transaction of my life. My home was supposed to be completed by February 2011 at the latest. I ran into all sorts of problems which involved litigation (which is a matter of public record). When an agreement was signed to resolve the litigation, along with all change orders and prices agreed, progress to continue to finish the house was very slow. In the end after no work happening for many months, Peregrine advised that their commercial property ( ironically in Professional Parkway) was being foreclosed by Northern Trust. Peregrine gave me this information in January of 2013 and advised that they were not in a position to complete my home . They advised me (in writing) that for me to complete my home would cost me $345,000. Coincidently they also agreed that if they built the home I was due to pay them $355,000. In Peregrines documentation there was no fee to manage the job and many items were omitted but it was implied that I had the princely sum of $10,000 to handle management, incidentals, omissions and extend the builders risk insurance. In due course I have also found unpaid penalties from the county also becoming a substantial sum. What adds insult to injury for all of the people in the same position as me (Peregrine walked off 3 or 4 jobs) is that on December 12th of 2012, 50 days or so BEFORE each of us were told that Peregrine was going out of business, the owners of Peregrine Homes , Stephen Foster and his Wife had set up a new company doing business as Peregrine Homes !! I wrote to Peregrine by certified mail soon after I was told they were going out of business to say that if my house could be completed for $10,000 less than I was due to pay them for completion why did they wish to drop the job ? Peregrine never explain an action and if you ever get a reply it will be very short so they limit the chance of having to explain their lies in detail. Peregrine ignored my certified letter. I am now completing my own home and with fines, permit fees, superintendent fees, renegotiated contracts, repairs, insurance and the jobs omitted by Peregrine in their submission to me, I expect to be out by at least $80,000. Peregrine will claim to have been in business for 20 plus years but how many different registered companies have been keeping alive the same DBA name through the period ? Peregrine have walked away from loans which they have had on depreciated assets on model homes, on land purchases and on the commercial office. What happens with Peregrine is they take on a job with the intent of a) fleecing the customer at every opportunity, and b) getting as far ahead of the draw schedule as they can as quick as they can. If peregrine get to the point that they have clawed in all or most of the profit they should make on a build they will simply walk away. Peregrine homes building license is owned by the Son who has no clue how to deal with customers spending $1m. I would not build a dolls house with Peregrine Homes but even if I did I would not pay for it until it was built and I had had it inspected. Expect Peregrine to tell you what you want to hear and do the minimum possible in every situation. Expect them to try to explain away the customers who they have left in the lurch and complaints against them. If they have any true conviction and you still wish to build with them after this, have them be paid after the work is done and inspected and not a penny until.
