Bueno Construction Company

I purchased a property which had an open permit issued to Bueno Roofing Systems.  So I contacted them about replacing a roof.  The owner, Hugo, promptly sent a representative to offer an estimate.   The price was fair and I paid a deposit.

A few days later, Hugo said he needed an additional $500 to process the permit.  He explained that his insurance was high and it?s expensive to operate a business. In addition, he told that I would need to go City Hall to submit the paperwork and secure the permit. 

The next day, my wife and I met Hugo to pay the additional money.  We weren?t pleased that the fee wasn?t included in the original estimate but agreed to pay it.  Hugo explained that his ?representative? is an independent contractor and has nothing to do with him. 

Hugo bristled at the suggestion that his price was high for the service of filling out the forms for the permit.  Then he said ?I don?t need your money.  I have more than enough.?

This necessitated finding another contractor, delaying the project, and substantially increasing the cost of the original estimate.
