"A Notice to Owner (Not a notice of Lien) is a Standard form sent to every customer from our Paver distributors. This is a practice common to the industry. The deposit monies paid are not put in anyones' "pocket", but are used to secure an installation date and to pay for time and labor (not necessarily the materials). As a preferred vendor with the Paver companies we have terms on our payments to them. Therefore the Notice to owners are sent out upon order of the supplies, not upon payment being due for the supplies. The balances due for any project is due upon completion. That money is then used to pay our suppliers. At that time a Release of Lien notice is issued to the homeowner. If, and only when, a customer fails to pay their balance, is there a risk of an actual Lien being issued to the homeowner. As for the time period from deposit being paid to start of work- This is due to the company being busy and sometimes due to Mother Nature, and/or the product availability. It is standard for us to be 3-4 weeks out on most projects. This we inform the customer of when they pay their deposit. I am sorry the customer describes the work as fair at best. He has since had another project completed by us."
