Despite Florida law, no permit was applied for within 30 days after the contractor received more than a 10% downpayment (Oct 14, 2016). Numerous phone messages were left over the course of the next two months as to the status of this SPECIFIC project but they were NEVER returned! Only when a more GENERAL message was left (Feb 2, 2017) requesting a quote on work was the message returned - and within 10 minutes! Now on the phone, their excuse for not filing the permit was they were waiting for the architects's drawings that they COINCIDENTALLY had just received. The permit was then filed (Feb 9, 2017) only to be rejected. They blamed an incomplete package of sealed drawings from the architect. Several weeks later, after several more phone calls and even a registered letter (required by Florida law in order to pursue charges for second degree felony-theft), he claimed to just have gotten the rest of the architect's drawings. After he re-filed the permit (April 11, 2017), it was again rejected. Then I personally went to the permit office and had the permit application pulled from the file so I could copy it as evidence for future litigation and to review it myself. I found there was no "to scale" architectural drawings as required by the permit process and as he claimed to submit. He simply took the plot plan I gave him in early February 2017 and sketched the boat house - on the NEIGHBOR'S property AND on DRY LAND!! So if you WANT TO BE JC Marine Contractor's (or JC Construction's or whatever Chris Howard calls his "business" now) personal ATM machine, be my guest - hire them. If not, stay away as they are intentionally deceiving the public and are nothing but a SCAM!!! For me, I'm going to court I'm sure in a futile attempt to get my money back, but to have some fun and seek some justice and have him charged for theft and whatever else my attorney sees fit including having his contractor's license revoked (which he treats as if its his license to steal).

We had an estimate performed and I did fail to keep the original. That was my fault - do not make the same mistake. I thought we were dealing witht the friend of a friend in the salesman- so I trusted him - and that was a stupid move on my part Gave the deposit and after no shows they did show up. Once they began the project it became apparent that they were going to reuse any of the exising parts that they could - and they did I had to bring in another contractor to replace the old hardware they reused as the 16 year old pulleys they reused were failing No real problem with the quality of the work- was more the integrity - get it all in writing down to every nut and bolt or it will be "he said - she said" and life is too short- there are plenty of good guys out there Not worth arguing- it was a small job and good test-

The work was contracted on April 1, 2013. The sales person said the work would start in two weeks and be finished in a week. It is now three and one half months later and the work is not finished. Despite repeated promises by the contractor to come and finish the work, the work is not complete. The contractor promised two weeks ago to finish the work on July 10. It is now 6:30 pm on July 11 and no sign of the contractor despite three separate phone calls. This is at least the tenth time the contractor said he would show up and then does not come. The contractor did just enough work to get 90% of the money per the contract provisions. The contractor said he is working on other bigger jobs as the reason he has not shown up. The contractor also has blamed the city inspectors for the delay, You should not do business with this contractor unless you withhold more than 50% of the contract until the work is completed. If you have a job less than $10,000, find another contractor. This contractor says "Quality Workmanship Guaranteed", I did not get this.
Description of Work: Construct a dock and extend a canal seawall by 9 feet.

No start of finish date in our contract, The city permit is good for 180 days. The job will be completed in 30 days. Concrete has been done, and can't be back filled till concrete is cured for 30 days.
