Sundance homes built a new deck for us in 2010 also.  The deck is on the 2nd floor and has steps going up to it.  He installed a handrail free of charge for my wife on these steps. He never said anything about installing the handrail in advance but just went ahead and did it because my wife has Parkinson's.  Jason has also power washed and stained our deck in the past.
