JB LANDSCAPING

Soon after planting was completed, landscaper was requested to provide terms for continuing service.  Understandably, he could not provide a fixed price, but he refused to even provide a ballpark estimate or the labor rate to be charged.  Despite several requests, he failed to provide a service contract or to decline to provide the service.
It is now 9 months after planting.  Hardscape work was done according to plan but run from concrete killed grass and landscaper did not replace grass. As part of plan, landscaper removed a tree but instead of filling the tree space with grass, he left a dirt circle in the middle of the lawn.  After winter nearly 40% of plantings were dead or truncated by dead upper branches.  Irrigation system was not connected until after several unanswered email requests and one phone request.  Many of the plants may have died as a result of delayed completion of irrigation system. 
Throughout the process landscaper was non-responsive to any communication. After final payment was made, landscaper disappeared. No email was answered. When called, office staff took message but no response was received.  It is now 9 months after planting.  A listing of all dead plantings were sent to landscaper with request for schedule of replacement.  Again no response until threat to sue was sent.  Then response was "You will be getting it soon."
