This was the worst experience I could ever imagine with someone who is supp to be a professional. I live alone and I am on disability and I believe he took full advantage of this.

He was hired in early Sept and I was told that $400 should cover the entire job since it was only part of my kitchen floor that need to be repaired. 2-3 days is what I was told it would take to do the job. Work never started until the middle of september. Because I am disabled my sister left me two hundred dollars in cash and then after she talked to Mr Howard on the phone and he advised her that $400 should cover the entire job she sent me a check drawn on my moms acct. They told me to just hold onto the 200. cash. Well on the first day of work he fixed the leak and covered that hole in the floor with a piece of plywood. He said he would be back sometime the following week to fix the floor. When I woke up the next day there were maggots on my floor. I called Dave and he told me it must be coming from the insulation that had gotten wet from the leak. He told me he would come ut and spray for bug and he did come out. This happened before I got the check in the mail. He knew I had the $200 in cash and he asked me for $100 stating that he had to pay the worker that came out with him. I gave him $100. He never came out again until Sept 28 to finish the floor. The wood was not cut right and there were serious gaps . The new cut wood was not flush against the part of the floor that didn't need to be repaired. Once again overnight I had what I was later told was a crawfish on my kitchen floor. I called Dave again and he said the would come out and fill in the gaps. He and his crew member came out and caulk sealed most of the gaps. The gaps that were to wide to caulk were covered by cut pieces of the old tiles that he removed that day just for the purpose of covering the gaps. He then advised me that he forgot to figure in the price of the new tile in this job and that he would need an additional $200 for tile and that he wouldn't charge me to lay it down. I went to my calculator and figured out that at 46 cents per tile I could buy the tile myself for $69. I only needed 150 because I still had 30 unused tile in my closet. When I questioned him about the price difference he seemed to get an attitude. I had my friend there that day and she saw his face and told me he looked ticked off. I told him I would get the tile and that he could be done with this job after he put the floor leveler down. He said that was fine. Since that time he has put me off and to this day the leveler is not done. he hardly ever answers his phone. I even had a state police detective call him and he told the detective he was going to finish the leveler and that he would call me and set up a date. He did set up a date for this past week but he has once again blown me off. I even talked to his partner Rusty (302-943-5139) and he seemed aggravated that my floor was still not finished and he assured me that would get Dave out here.This job was contracted in early September and it is almost Thanksgiving and I am still with an untiled floor because he has not done the leveler. He quoted us $400 but with me having to buy tile he has actually received $569. I am pretty disgusted at this point and could use any help I can get to get the leveler done so I can re-tile my floor. I don't have an address for him because he came highly recommended by amy park manager with whom Dave attends church. When I asked him where he was from he would only tell me Lincoln. I did researh DE Business License records and DE Tax records but could find nothing is his name. His business card just says David L Howard General Contractor with the phone number provided to you.
