"This Customer, Chris (Charlotte is his wife and had no interaction with us before, during or after this project), was provided an estimate on 3/29 and gave a verbal commitment on 4/7. Chris was given a written quote which clearly states, in BOLD, that the permit fees were in addition to the quoted price. He was also told this verbally during the presentation of his estimate. When Chris called and gave his verbal agreement he was asked to sign the agreement and give a deposit and agreed but did not send either. Chris then delayed sending the deposit and agreement three times. Upon finally scheduling the job for June 20th he gave his deposit but no contract. He requested we not pull a permit as he was having "issues" with his builder. (Come to find out he stiffed his builder for contracted work and is having to defend himself on that front as well) Upon commencement of the installation I had Chris sign the contract. He was reluctant until I told him we would not proceed without a signed written agreement and that it was for his protection as much as ours. Some time after the installation was completed he was contacted by the town and told to get a permit because his builder found out he had the system put in without a permit and notified the town. We then had to alter the design by adding a zone and 8 more heads, which we did not charge him for, and go obtain the permit. I advised Chris I would let him know what the charge was for the permit. Chris was sent a copy of the permit and invoice, for the permit amount, by mail. The invoice was also sent to his email. Two months later Chris still hadn't reimbursed us for the permit. I called him to schedule the winterization and advised him he had an outstanding balance. At this point Chris claimed he wouldn't pay the $120 for the permit because he paid the contracted amount if full already. I explained to him he had paid for the system but still needed to pay for the permit as the contract outlines in BOLD, not to mention he was advised at least two other times he would be billed for the permit fee. Chris continued to refuse to pay stating he had not received notice, yet we have a read receipt for the email containing the invoice. Either way we weren't charging or asking for late fees so not being notified wouldn't exempt someone from paying for a contracted item. Chris still refused stating it caused him problems getting other permits pulled as the town had put a "lock" on his property due the the permit not being pulled. I called the building official and he vehemently denied this and stated that it would be illegal for them to deny other permits. I told Chris about my conversation with the building official and was requiring payment of the outstanding balance and prepayment for any additional services. At this point Chris began to swear at me and told me never to come back to his property and not to expect payment of any kind. AT NO POINT, did I ever tell him we never pull permits or use profanity.
