I had previously had windows installed by Prime Windows. When I was in the market for a new roof and gutters I ran across Mr. Richard Gagnon, Sr. at a home show and invited him to give me a quote. He arrived at my home promptly on the scheduled day for the quote. He gave me a quote of $13,100. I signed a contract with him and provided a $3,000 deposit. Subsequently, I felt uncomfortable signing a contract for such a large amount of money without getting any other quotes. I called Mr. Gagnon to cancel and asked if he wanted it in writing. There was a cancellation notice on the bottom of the contract I could have sent him. He assured me that no written notice was required. I thought maybe I should provide the notice anyway and was afraid it wouldn't arrive on time if I mailed it so I took it personally to the address listed on the contract at the top and mentioned in the delivery instructions in the cancellation notice. Prime Windows was no longer at that address. The following week Mr. Gagnon stopped by my home to make another offer. This time he quoted me $7,800. Wow, what a difference! I felt he was trying to gauge me with the first quote. Other quotes I received were more in line with his second quote. I didn't feel comfortable doing business with the company at that point. Mr. Gagnon assurred me that he would provide a refund soon. Well, guess what! The refund never came. He had excuses why he couldn't get it to me all the time. Finally he quit taking my phone calls. He responded to my online complaints by saying that I had not provided written notice of cancellation. One, he told me he didn't need it; two, the business wasn't at the address I was supposed to send it to when I went there; and three, he had stood there in my living room and promised to refund my deposit. I took him to small claims court. He denied that he owed me the money. I ended up winning my case because he didn't show up. Now, he hasn't paid the court award. DONT'T DO BUSINESS WITH THIS COMPANY!!!!!
