. 17-gallons of paint: Perfection is attempting to charge me for
paint that remains in opened paint cans at the end of work. There was a
discussion about extending the project to the TV room downstairs. When I saw
the bid, I declined to move forward with the project expansion. I did not
sign the project expansion contract. However, Perfection apparently moved
forward and purchased the additional downstairs paint. Rather than audit how
much of the paint remained unopened and of the color to be used downstairs,
Perfection simply charged me for the paint based on the pre-work estimate. I
will not pay for opened cans of paint.
The original bid was for $2650. I am now being asked to pay $4000 without
project expansion. At $2650, I was prepared to accept much of what is listed
below. But at $4000, the following conditions are unacceptable.
. I see no evidence of pre-paint preparation. Many of the window
sills are rough like sandpaper indicating they spray painted over dirt.
. Paint on floors: I was told that I was being charged an additional
$100 to remove drops of paint from floor. Paint remains.
. Caulking: I specifically asked that all window casings be caulked
between the casing and the vinyl windows. Unable to tell if this was done,
cracks remain.
. $300 vanity: I was charged $300 to paint the guest bath vanity
with the same paint as the bath's trim.
o All hardware missing
o Nickle hinges painted over
o $300 is excessive when the painters, color paint and spray equipment are
already in use in the room.
. Orange peel: Undercoat required to hide lines from past medicine
cabinet. This should have been called out in the initial bid. 6" area where
underlying base is not fully covered by paint.
. Overspray on new office computer, kitchen microwave and stainless
trash cans.
. The knob for the master bedroom ceiling fan is missing
. There is paint on many light switches and electric receptacles.
. Some of the trim appears to only have a single coat of paint
(rough to the touch).
. 3" drizzle of paint on new master bed carpet
. Discharge of waste paint in front yard.
The central forced-air heating system was run while paint was being sprayed.
3-weeks prior to painting, a HVHC contractor installed a new air-filter
system including a new $50 Honeywell filter. After painting, the filter was
so clogged with paint that the filter I had to replaced.
My primary concern is the nearly 50% increase in price, driven by the
estimator "missing" items. It feels like a bait-and-switch. What I want at
this point is a detailed line-by-line itemization of the work and the cost
of each item. In addition, I want Perfection to make some effort to adjust
the price for items that should have been included on the original bid but
were not because the assessor "missed" them.
This was a competitive bidding process, and I believe the assessor left
items off the original bid to make his price more competitive, which it was.
Under no circumstance should anyone hire Perfection Painting. This is a classic example of bait and switch. I told the appraiser that I wanted the interior of the house painted: walls, ceilings, trim, closets and doors. The first contract was for $2650, but after the job was halfway finished and without expansion into additional rooms, I was given a second proposal for $3840 ? which I needed to sign if I wanted the project to continue. Then I was given a final bill for $4070. The quality of Perfection Painting?s work was so substandard that I?ve hired a second contractor to fix it. I tried finding a compromise with Perfection thought the Angie?s List mediation process but according to Angie?s List representative [employee name removed], ?Unfortunately, [Perfection] has declined to agree to your Desired Resolution and also declined to submit a counteroffer to resolve your complaint.? To date, I?ve spent $615 on an attorney. At no time did Perfection inspect the work of its painters, where only one spoke broken English. Workers arrived in their own vehicles early some days and late others. When the workers were finished, they tossed paint-wash onto my front walk and landscaping. What really made me realize Perfection was acting in bad faith is its attempt to charge me for remaining paint in opened cans. As for the quality of work, I see no evidence of surface prep on any of the window sills or trim. It looks and feels like they just painted over granules of dirt. There are paint droppings on my hardwood floors and on my new master bedroom carpet. You can clearly see through the paint to places where the ceiling was patched in preparation for painting. Holes from the discarded venetian blinds were painted over without first being filled. There are 4-holes from anchor screws in my living room that were not patched, just painted over. Most irritating is the sloppy application of chalking at the corners of the wooden window sashes and vinyl windows. In many areas, there simply is no chalking with cracks everywhere. Perfection put a bead of chalking between my hardwood floors and baseboard that will need to be completely taken up. Perfection charged me $300 to spray paint the front of the guest vanity with the same color as the trim but did no prep work so that they painted over chunks of something while also painting over the nickel hinges of the cabinet door. Plus, Perfection never reinstalled the drawer and cabinet door handles, which I found a week later tucked behind the remaining paint cans. In the service providers response below it states ?On November 17th [member name removed] requested that we give him a bid for the lower level of his house. Please see proposal labeled #2 also agreed upon and signed by [member name removed] on November 17, 2014.? This is a flat out lie, I never signed any contract calling for the expansion of the project beyond the rooms covered by the initial $2650 contract. Perfection Painting is run by dishonest people.
