Drain Pipe Installation, Excavation
The General Contractor (GC) building our home, in error, left the water & sewer installation until just before the house was finished
and occupancy permit requested.
This delay was caused by a combination of:
a. community requirements to use existing pre-approved contractors
b. GC lack of understanding early on that "a" was necessary
c. GC delaying making a decision on which bidder to use, since the bids were much greater than was included in the GCs
overall bid.
d. The home owner saw no other way than to get a list of all approved contractors that had not been asked to bid,
contact them and asked them to contact the GC.
e. FE submitted a bid in the mid $5,000s for the scope of work that was easy to see from the street and whose scope did not
change.
f. This bid was significantly lower than the other bidders so the GC signed the agreement.
g. FE worked 5 days to complete the installation.
h. FE subsequently submitted an final non negotiable invoice for over $12,000.
i. The GC described the bid & subsequent invoice as bordering on ................
j. The home owner called FE and asked for an explanation.
k. FE provided personnel, equipment and material details.
l. The home owner has 25 years estimating experience and after developing a max possible estimate of +-$9,000 based on
3 personnel, part time backhoe & skid loader and material cost.
m. FE was contacted and dispensation was asked for and refused.
CAUSES IN THE HOME OWNERS VIEW-
1. FEcharges an exorbitant rate per hour for each worker on the job.
2. Unit cost of some of the material supplied could also be questioned.
3. The GCs error in not requiring a Lump Sum bid from FE.
4. The home owner allowing the GC to leave certain portions of his bid "open".
FE gets the job done but please, only request lump sum bids for your work!
