Title Companies
When getting ready to move I found out that the title company is the one that changes the water and sewer bills to the new owner and pays off the balance. Well in my case that never happened. I found out in early Aug when I got the bill and called the title co who said they'd take care of it, about $50 bill. They never did. I next got a notice to turn off my water due to unpaid bills so I hassled them again (waiting on hold 20 min while they tried to figure it out), and then once they finally paid they didn't pay their late fee so I had to take care of that as well. A total hassel and they were not very helpful about it on the phone.
