The Short story:
They charged $2400 for a flat-roof repair that I could easily have done myself or a handyman would have done for probably $150. All-City apparently operates under multiple business addresses and names (construction, remodeling, roofing etc...) The lic. number is what you want to check. Trade License Num: 868837. THEY ABSOLUTELY SUCK. Run away.
The Detailed story:
I first contacted Chico Bechor months before this job as kind of a roof inspector on a small 1400sq ft property I was about to buy. He said the entire flat roof needed to be replaced - but in the short term, a torch-down repair around the edges as well as a few spanish tiles replaced on an attached shed would be OK - and he'd guarantee it for 4 years. He quoted me $2400 which I thought was expensive. So I waited out the summer. Months later, before a big storm rolled in I called to have it all fixed correctly. He said he remembered the house and what it needed and then urged that he has an opening TOMORROW to do the repair. Awesome, right?
The job they did: 1. Hammered down the old edge nails and dabbed roofing sealant over 'most' of said nails. 2. Resealed about 10 roof vents that may or may not have needed it. 3. Charged me $2400. They DID NOT torch down the sides or replace the tiles. Then he told me the guarantee is only 1 year.
To be fair, I have to admit to some responsibility here. I hired him on the spot to just get there and fix the roof on a verbal, without a contract or work description. Dumb move on my part. Afterward, I called to tell him the job was never finished and thats when it all came out that he originally gave me two quotes outlining the work to be done and I picked the $2400 job - not the $3500 torch-down one. That of course is total BS - there was never a 2nd $3500 torch-down option.
So lets just give Chico the benefit of the doubt and say I'm mistaken and there WAS a second option. Wouldn't anyone agree that $2400 to reseat old roof nails (around the edge of the house ONLY) and spread black goop around 10 vents is absolutely off-the-charts expensive? And yeah, the roof leaked during the storm.
I hired another roofer 2 weeks later and showed him the repairs without telling him a licensed roofing contractor did this - just asked what he would charge for a similar repair. He said "We don't do work like this - its a $150 handyman-level job". I was too embarrassed to tell him what I paid for it. The new roofer sent 2 guys out, they torched down the edges and repaired all the leaks on this 1400 sq ft house in about 4 hrs for $1000. The roof no longer leaks.
