Contacted Plumber because we had a leak in a shower stem, causing rust to drip down the shower wall. 3 sinks & 2 toilets had frozen valves. Our Service tech determined that 2 of the sinks could not be changed at this time since the replacement hoses were attached to the sink faucet. We will need to replace the sink faucet to replace the hoses. Plumber insisted that the valves could not be replaced without replacing hoses. Technically, because the rubber O-Ring may leak upon re-attachment. I would have to verify that because I seldom have replaced the hose during an R&R of a toilet float, when disconnecting the hose. and we still have 2 frozen valves that we're told cannot be changed until we buy new faucet fixtures. I would think one would be better served to inspect the condition/hardness of the O-Ring to determine that necessity. Overall a pleasant man to work with & we had some of the work we needed accomplished.
