We used Concept Seven's services until 2011. During that time, Concept Seven routinely took days or weeks to respond to inquiries. They had advertised themselves as having a reliable roster of vendors and contractors, yet were frequently unable to find any. We are a small HOA located in west LA; they would routinely send us high-priced, high-end vendors based in Orange County, after which would would find someone on our own, locally, for 50-70% of the bid we got from Concept Seven's preferred vendors. One of the contractors on their list refused to perform services without the oversight of a structural engineer that would have more than doubled the cost of the project, despite two other second opinions that said the engineer was unnecessary. In the end, we had to do most of the property management functions ourselves. The final straw was when, after a series of lapses on the part of Concept Seven, we nearly lost the master insurance policy on the building after they ignored invoices from the insurance company for more than a month and then claimed they'd sent us a check for countersignature--said check was never received. Now, a year later, we almost lost the insurance policy again because it was somehow not updated; the insurance company told us that they had sent two invoices to Concept Seven, which were apparently ignored as the insurance company received no answer and they were not forwarded to us or to our new property management company.
Description of Work: We retained Concept Seven in 2007 when our former property manager retired. They charged approximately $350 per month for basic property management services, which included paying vendors, communicating with an accountant regarding annual tax returns, preparing an annual HOA budget, and some miscellaneous services. Prices increased over the stated base price, as many services appeared to be outsourced to an affiliated agency in the same building, and we were charged separately for such things as postage while they refused to switch to email delivery of documents.
