Ray the owner and operator was referred by a lock and safe company when they could not do the job.  I just bought a used 2001 BMW Z3, and it came with only one key.  I need to have a spare and ran into wall after wall.  
The BMW key is considered one of the best anti-theft devices out there.  It contains a micro chip that is synchronized with the computer in the car.  Every time the key is used, the code is changed. BMW produces 10 keys for each car.  When those keys are lost, or the battery just dies they issue a new key . . . until key #10.  After the last key is issued, the entire security system must be changed (according to the dealer).  Also, if a BMW is "salvaged" - BMW will not issue a key (that's why they want to see the registration before ordering a key).
The onboard computer (EWS 13) is located under the steering column on the Driver side.  Very difficult to locate and this is what took the longest - as not all BMW's have this in the same location. So this is only for the 2001 BMW Z3.  Once Ray located this, and removed it.  He was able to identify the current code, therefore he could then sync a BMW key with the onboard computer. In my case, 5 of the keys have already been issued.  The key I owned was #1. Ray then programed my keys, cut them and tested them.  They work perfectly.  
Ray came to my house in his van and I had the keys in my hand in less than an hour. The BMW dealer wanted my proof of registration and ownership (to make sure it was not a salvaged vehicle) and then would order the key (if one was available) and I would get my spare after 10 days to two weeks (and about $500 for two keys).
