Beware of Robbie Hewitt Construction Services.  The job was for the interior paint job of my entire house, framing a wall, texturing pot shelf, tear out of all wood and carpet, and luxury laminate floor and molding installation.  The contractor took full advantage of my lack of knowledge regarding upfront costs, and frontloaded the deposit by asking for ($4625.00 ) 50% of the total bid proposal to be paid upfront!  Which is a total violation of California Business and Professions Code Section 7159

The contractor was only allowed to ask for 10% or $1000.00, whichever came first. I purchased THE MAJORITY of the material
for the job, which would not have warranted such deposit.  Robbie Hewitt failed to show up consistently for weeks, and was weeks past written and verbal contract schedule.  Contractor continued throughout the contract to demand payment, and cash checks for jobs not started, nor completed which is another violation of California Business and Professions Code Section 7159

I was given a plethora of excuses in front of many witnesses?, and reassured over and over he would be done on time, but only
if I paid him money to cover for his workers to return.  His entire contract was riddled with violations with the California State Contractors License Board and has been reported accordingly.  He was unfamiliar with the flooring materials purchased, nor possessed tools needed to install properly at industry standards.  His lack of knowledge, and tools resulted in a sub-par install; failed to level the floor prior to laying floating floor, failed to use transition strips separating all rooms for proper movement, and failed to undercut door jams leaving gaping holes in every door jam in entire house which could not be covered with mouldings or the doors would not close.  This voided manufactures warranty on material and requires a demo and reinstall. Additionally, he was discovered intoxicated smoking marijuana on the property while operating dangerous power tools.
This dispute was escalated to arbitration through the California State Contractors License Board and the matter was closed on 9/30/2013 in MY FAVOR. The contractor was told he shall pay me to remove and replace flooring. This arbitration ruling will go public after a 30 day grace period if the contractor fails to pay the award given to me no later than 10/30/2013. 
I cannot state what a nightmare it has been to dispute someone who thinks it is OK to rip someone off with bogus contract, bid a job they are not qualified to do, and get away with it.  
The job did not meet the MINIMUM workmanship standards of the industry, and was ruled against him in the arbitration dispute. Currently said license is suspended for no bond coverage, and I suspect will remain that way for this grace period and then become permanently suspended or revoked.
Please steer clear of this contractor. He will tell you he can do ANY job, just to get you to hire him.

Robbie is the real McCoy -- a third generation contractor. He was recommended by James Hardie, the siding manufacturer. The siding requires special expertise for the application because it's made of fire resistant composite concrete. Robbie did an excellent job -- even the inspector was impressed.
