What.  A.  Nightmare.  Easily took a year off my life.  This is long, but read it all; it will save your sanity and be worth it.  Here's what happened: 
   We went to J.F. Lighting (where we bought most of our lights), where the manager sat down with us in a long consultation and marked on our plans where each lighting fixture, etc., would go in the house.  He put a red 'x' where every sconce, etc. went.  We wanted lots of wall sconces, etc.  We were to take the plans next door to Wiggins and within a week or two get a quote for their wiring and installation services.  The manager said he would do it for us (HUGE MISTAKE! - we should have taken it over ourselves, after making a copy).  He didn't say he worked for them.  All was well.
   We waited.  And waited.  Weeks, and then months, went by.  We called and called, the quote was "coming."  Finally, it came; around $23,000, not too bad.  We thought it a good deal, and accepted.  No explanation on why it took forever to get the quote, but who cares, right?
   So the lights come, and Wiggins wires the house, starts installing everything.  Strange things happen, like coming home and finding they are installing "over the mirror" bathroom vanity lights at NOSE level!  We aren't dwarfs!  Our contractor, of course, tells them to raise them up a couple feet, so they do.  He goes through the house, and makes a list of obvious mistakes, like ceiling lights more than a foot off-center!  Really weird stuff like that.  Stupid, incompetent mistakes.  He makes a "corrections" list and gives it to them.  They correct their mistakes.  First, they try to BILL us $400+ for fixing the items on the "Corrections List!"  For fixing their own mistakes!  Our contractor (their buddy), squashes that, so they relent. 
   Next thing we know, they are billing us for  FOUR THOUSAND DOLLARS in "change orders!"  We didn't make any "change orders," didn't see or sign any either.  Huh?  We ask them what they are talking about.  Oh, they said, "the sconces, you didn't tell us you wanted wall sconces, so that's additional."  Um........no.  We ordered placement of LOTS of sconces, and he marked them all with a red "X", we tell them.  They claim there are "no red x's" on the walls for sconces.  What???  I'd WATCHED him put them there!  We'd spent TWO HOURS going over each fixture in great detail, especially the sconces!
   What they DIDN'T tell us:  Turns out, we later wheedled out of the J.F. Lighting guy (who whined "Don't tell them I told you, I could lose my JOB!"), he, or they, it wasn't clear, LOST our original set of plans, that he had marked up with all our red x's, and THAT was why they couldn't give us a quote, UNTIL they secretly had him REDO them from "MEMORY!"  OMG.  He didn't call us and explain what happened, or invite us to sit down and go over it again (we would have), he just did it months later all by himself!  And he forgot the sconces, and many other things.  I guess they were too embarrassed to tell us they lost them.  I looked at their set, with it's "no red x's" right where I had watched him put multiple wall sconce x's in red pen surrounding all the french doors.  Nada.  Not the same plans.  They INSISTED they were, said they had "found" the lost ones, until HE (the lighting store manager) told us "in confidence" that the original plans had been lost and that he's "had to make up new ones."  Outrageous.  He actually expected US to PAY over 4K just so HE wouldn't lose his JOB!  Right!  He asked us not to rock the boat.  He expected us to EAT it for his sake!
   So WE had accepted a quote that we had every reason and right to believe was based on the consulting, and THEY wanted extra thousands of dollars for each thing that he "forgot."  (And we had gifted him for his time with over $700 in free picture framing, for which he never even thanked us at all).   I kept calling the owner, and he kept saying (endlessly, for months): "Don't worry.  I'll take a look at the bill and correct it."  He never did.  Every week or two we'd get a new invoice, with a big "LATE! -- Julie Wiggins" scrawled across the bottom.  I'd call again and her son would assure me he would take care of it.  Nice secretary, too.  They'd "take care" of that corrections list (back on the bill), etc.  Many "LATE!" notes from Julie Wiggins followed.  She wanted her 4K.  We asked to see the "change orders" but of course they couldn't. There weren't any.  (They weren't the only sub-contractors that did or tried doing this, btw, it seems it's common practice).  We owed them NOTHING, had paid our contract, made zero changes, and they in fact owed US for duties not performed or items botched (none of our outdoor receptacles work, NONE!)  Week after week, month after month, I called Dean Wiggins, who promised to fix it all.  So what happened?
    They SUED us, for the 4K!  They didn't have a LEG to stand on, but they SUED us!  Even their buddy the contractor sided with us, or at least he told us so.   We turned them in to the State Contractors Board, with tons of documentation.  But not right away, because we were running two businesses, and emotionally just couldn't deal with it, especially me, whom it was up to to get all our ducks and evidence in a row and put it all down in a nice, neat TERM PAPER.  I put it off, and put it off, the deadline looming.  It weighed on me like an anvil.  I cried myself to sleep many a night, and this "awfulness" went on for months.  Finally, I told my husband and business partner that I was sitting down to a big desk and not stopping until I was done, just to get it out of my life.  It took TWO WEEKS of sorting paperwork, phone calls, copying, dealing with the state, and making a PERFECT case out of pure and simple MATH, not emotion.  When I was done, I was elated.  They owed us, but I was willing to call it a draw to get them out of our lives.  They had tortured us for well over a year.  I fired off two copies, one to the State Contractors Board, who met with them, and one to their lawyer.  Next thing I know, their LAWYER calls me and tells me, and I quote: 
    "You were very thorough.  I told them they don't have a leg to stand on."  Yup.  "I told them they don't have a leg to stand on."
   It was over.  Between the lawyer, who was sympathetic to us, and the State, they withdrew their suit.  It was over.   After one horrendous YEAR (the one they took off my life, I'm sure).   And I had trusted Dean Wiggins to fix this. 
    I cannot stress enough:  Do NOT hire this company!  The most incompetent, unresponsive, unprofessional, dishonest, and VENAL company we dealt with in over 16 months of building a new home, and that's saying a LOT!  They admitted they were wrong in the very beginning, then ignored us, then denied it all and went for the $$$$$$!   Right!  RUN, don't WALK, away from Wiggins, and from their subsidiary J.F. Lighting.  They are used to doing large developer housing, where no one looks at the bills, I guess!  They didn't count on a Mom and Pop scouring every bill.  Our receptacles still don't work, but we took them on and we WON.  DO. NOT. HIRE. WIGGINS. ELECTRIC!
