NORTHWESTERN UTILITY BILLING

The bills that I get are never the same. I live in a complex of 37 apartments and we all get our own bills. This has been going on for about four years now and I do not understand how the bill is broken down. They put the water, sewage and garbage in there. I do not know if it is on the third party billing or if it is the management of the complex. Their pricing is unfair and too high. It is very inconsistent and there is no explanation of it. They give you a breakdown but they could charge you really high one month and you have no idea what for. I have been told that if there are empty apartments, the bill tends to go up. Here is an example of the quality of their work. They say that if it is not post marked by the 20th let us say, there is a $7 late fee. One month, I paid half my bill because I was not able to pay the whole bill that month and it was post marked in time but I still got a late fee because I did not pay the whole bill. They send the bills on time and I have talked to them on the phone.
