Sigura's onsite construction team was professional, thorough, courteous, clean, and went out of their way to insure that not only was the work of the highest quality, but also did an excellent job of keeping the space as usable as possible for our employees while they were finishing each element of the job. We had water damage to a bathroom, our family room, and kitchen. When the insurance company water abatement company came, they discovered asbestos in the wallboard and lead in the bathroom tile and the abatement company ripped it all out, so we were down to the studs.   The insurance company had the abatement people provide an estimate for the repairs, which we
thought was much less than it would take to put everything back together.Â
We knew we needed a professional to help us get a fair
settlement with the insurance company. A friend recommended Ilan Sigura, and he came over the next day to look at the damage. He went room to room and told us what needed to be done and what the insurance company should cover. The insurance company original settlement did not include many items, e.g., the cost of permits, which Ilan informed us was needed for the bathroom; and once we pulled a permit we needed to upgrade fixtures, fans, faucets and toilets to meet the current codes.
The insurance company sent their own adjuster to see the damage, and Ilan changed his schedule to accommodate him and be at the meeting. Watching Ilan negotiate with the adjuster was like watching a master in action: he knew everything that needed to be done, and what the insurance company needed to cover to get everything back into shape and matching so it did not look like a patch job. After the meeting, Ilan drew up his estimate of the repairs and spent the next two weeks negotiating with the adjuster on items and costs.
In the end, due to Ilan?s efforts, the insurance company settled with us for three times the original offer. He was brilliant and took all the anxiety off of us during a difficult time when we had no idea how to get a fair deal from the insurance. We were very pleased with the job he did and would highly recommend him if you find yourself in a similar position.

There was considerable time spent discussing and coming to agreement on the needed repairs to my house. You can tell there was multiple changes to the quote/cost when the first quote from the insurance company was $19,640.07 in June 3, 2013 and their last quote was $81,776.34 in January 31, 2014. One thing Sigura told me was it may take a long time to fix your house right. The work was done in my opinion in two stages. The first part was to remove the damaged portion of the house that can be seen. When this was done there was reevaluation in terms of what more needed repairs. At first the insurance company did not want to remove the damaged hard wood floor. Once it was determined that the existing hardwood was to thin to resurface and use, the insurance company allowed the hardwood floor to be removed, the damage to the sub floor was exposed. The sub floor was removed and damage to the foundation was found and repaired all with cost approved by the insurance company and Sigura Construction.
The floor was leveled as part of my cost, but was necessary. Since the damage from the car was approved and paid by the insurance company, the reconstruction of the house moved along well in my opinion even with repairs being done over the Thanksgiving and Christmas holidays. One area that this contractor did was kept his word. I met with the contractor on February 27, 2014 and during this meeting asked if he could complete this task by March 28, 2014. He said yes he could have it done. I made arrangements for the renter to be able to move in on March 28, 2014. The work on the inside of the house was complete. There was a couple of items on the outside of the house that was not complete, but it did not affect the renter from moving in.
The quality of the work met if not exceeded our very high standards. Ilan was always willing to correct any problems that came up in the construction and of course in remodeling a 50 year old home - there are always lots of unknowns when starting a construction project. The end result for us - is a beautiful modern home which we couldn't be more pleased with. We would recommend Sigura to friends and family (in fact we already have). In fact if we plan any further construction work we will call Sigura again.
We need to give a shout out to Jose - the foreman on our project. Jose attention to detail, excellent workmanship and calm demeanor -really helped make the project a success!
The job was mis-managed from the start. The workers were either incompetent or inadequately supervised, and as a result the quality was poor. SLOPPY is the keyword here, especially during painting and preparation. Sigura hired a sub-contractor to do the epoxy pebble coating. When they applied the coating the surface was wet, and the coating was streaked. There were chemical stains everywhere! Chemicals dropped through the deck floor and stained the patio floor below. The flashing was poorly done and incomplete. A new sub-contractor was hired and the work had to be completely re-done. The new sub did a nice job of pebble coating, but he was otherwise sloppy and left many chemical stains on the deck and my carport floor (where materials were stored). The flashing had to be re-done a second time. There were many chemical splashes and paint smears on the side of the house, the deck and the patio below it. All this had to be cleaned up and the paint re-touched.
In all fairness, Sigura stood behind their work and eventually made good on all of our many complaints. We ended up with a stronger, better and more attractive deck, but something that should have taken 2 or 3 weeks dragged out to 7 months and a lot of hassle and stress. Sigura DOES have some good, competent workers. I have talked to the owner, Ilan Sigura, and I believe he is honest and cares about his customers. At the time our deck was being built, there was a huge building boom in the Bay Area, and good competent workers are hard to find. And our often dysfunctional school system is not preparing high school graduates either for vocation or college.
But sometimes inexperienced workers are sent out on the job, and supervision is often inadequate. Many times we thought workers would show up, but they didn't. A number times a worker would show up after we were told by the company no work would be done that day. WE had to be the workers' foreman much of the time! And sometimes we would be told one thing by a person at Sigura, only to be told something different by another person. If Sigura Construction were better managed and their workers better supervised, it might become a great company.
Many things were done twice or more times due to lack of supervision. Things started to go bad after Sigura refused to comply with the City of Palo Alto requirements for a gas pipe installation. This delayed the project by 38 days. After that we investigated the other inspections and realized that they were not properly done. When it came to cost his tactics were deceitful. For example, he increased the cost of stucco after we had a written agreement. In the end he forced us to pay him $8,000 more than other contractors just to get the project moving. He left the project with numerous safety issues open like a wrongly installed tankless water heater and electric problems. Also the recessed lights installed in the garage were not fire proof. Sigura never admits mistakes and blames all the wrongs on his clients. He treats his employees horribly. After more than a year that we started our project the City has not approved it yet and has a pending investigation regarding the tankless water heater. We tried mediation and followed all the suggested steps to resolve the open issues, but Sigura failed to comply.
The only exception to his work was the kitchen cabinets which were of decent quality. Other than that, the quality of his work and lack of professionalism, despite being Diamond Certified, was thoroughly disappointing. I would NEVER use him again.

I also had a conversation with my whole team to go over how your project could have been handled more adequate since the beginning to where we could have avoid arriving at this point. But I do have to say that is very disappointing and hurtful to be accuse of treating my employees horribly which is not the situation, I'm a family man and a human being and I would never treat another person the way I don't want to be treated! Thank you for your feedback and once again our sincere apologies from everyone here at Sigura Construction."
Their estimator came promptly and did an excellent job explaining the cause of the problem and what had to be done to repair it. I was impressed, so I went with them despite their estimate being higher than the competition's (approximately $10,000 vs $8,000). Communication over the contract was good, they agreed to the changes I requested and started work on time.
When they cleared away the damaged inner wall, it turned out the damage to the outer wall was worse than expected, which of course required a change order. That's when trouble started. First they overestimated the wall area that had to be re-stuccoed by 30%. When I pointed that out and asked for a proportional reduction in cost of the change order, they fudged it, for instance adding a $400 charge to clear a few feet of vine that was hanging over the wall area. In the end I agreed to an amount for the change order that I felt was not justified, just to get work to resume. Per above, the quality of the work was good. But there were problems with supervision/coordination: the tilers tiled over the fixture connections, so the next crew has to break tile to be able to put them back on, and Sigura called the job "complete" without having put the shower doors back into place!
In the end they fixed everything, I'm very satisfied with the bathroom, and while I feel I was overcharged on the change orders, the total is still within reason. Those are the most important things, which is why I wouldn't give them a bad review. However there were enough problems along the way that I would not use them again.
