"Every initial consultation with prospective clients includes a discussion of breakdown of potential cost that may be incurred in the development of the project. Scope of work and review by city/county determine the need for structural engineering. With most clients I sign 2 separate contracts. Contract #1 is a time & material contract with a not to exceed amount for the documentation of the existing structure and development of proposed designs to a point that city/county planning approval and preliminary contractor bids may be obtained. Contract #2 is a fixed contract based on the scope of work defined in the design phase. This phase is for the development of the full set of drawings as needed for the permitting and contractor bid process. Often on the initial consultation there is a lot of information being communicated and unfortunately in this case, even though the total cost were communicated they were not understood."
