We were so excited when we heard that Tesla had developed Solar Batteries that could back up enough power to run our home even during extended electrical outages. In 2014, we previously paid LA Solar $33,976 to install 35 solar panels to more than cover ALL our electrical needs. But we still lost all power during Edison outages when we could not switch to our Solar power during those times. MID-AUGUST, 2020. We contacted LA Solar Representative, Daniel Manoukian. We signed a Contract on August 20, 2020 for 3 Tesla Powerwall 2 Batteries ($34,500) since Daniel assured us that was what we needed to run our entire household (allowing for future electrical needs) during SCE power outages. SEVERAL DAYS LATER, WE WERE TOLD WE WOULD NEED to sign A NEW CONTRACT because we would have to NOW ALSO buy 7 NEW PANELS to accommodate the 3 Tesla Powerwall 2 Batteries, plus 7 Enphase IQ7 inverters - at a total cost of $42,219 (instead of the previous $34,500). DANIEL ASSURED US THAT OUR INSTALLATION AND ACTIVATION WOULD TAKE approximately 6 to 8 WEEKS. He said that LA Solar would submit the allowed Rebate Application, which would allow us to receive a $4,600 per battery (total $13,800) from SCE and receive Federal Tax Credit of 26% ($10,977) IF our system was placed in service BEFORE January 1, 2021. After then, the credit would be reduced to 22%. It has NOT been activated as of February 11, 2021. DEALING WITH LA SOLAR has been, and still is, a CONTINUING NIGHTMARE. There has been a complete lack of communication from them. As of this writing (February 11, 2021), it has NOW BEEN ALMOST 6 MONTHS since we signed the contract and were given the “6-8 weeks completion time” estimate. And we have JUST BEEN INFORMED THAT IT WILL TAKE UP TO ANOTHER 2 MONTHS before our System can finally be activated! At NO TIME did ANYONE at LA Solar even HINT that the 6-8 weeks to Completion estimate they gave us would continually be extended. No one at LA Solar even bothered to let us know that there WERE going to be ANY delays until we had to call each time and ask why no progress was being made. OVER 2 MONTHS after signing the Contract, (and now already over the total Estimated Time LA Solar had given us) NO PROGRESS was made on our Project, NO appointments set up, and no one from LA Solar even called to give us updates explaining the lengthy delays. During the period between September 2020 and February, 2021 the SCE Application LA Solar submitted to Southern California Edison was REJECTED BY Edison 5 SEPARATE TIMES due to “INSUFFICIENT OR CONFLICTING INFORMATION, each time further delaying the completion of our project while SCE kept moving up the deadline to provide correct answers.” On one occasion, when we desperately called LA Solar President Ara Petrosyan about our constantly receiving conflicting information, he said “we should deal with him directly, since we could get different answers from others”. On SEVERAL DIFFERENT Installation Appointment Dates set up by LA Solar (both reconfirmed by us), NO ONE SHOWED UP (or even called). Each time we had to cancel and reschedule David’s medical tests so we could be home all day. We later found out showed his Prostate Cancer returned and metastasized. I am still recovering from Tonsil Cancer treatment a couple of years ago, so it’s already a very stressful time for both of us.). Daniel (our primary contact person at the time) rarely returned our calls when all the delays or problems started after the REVISED contract was signed on September 2, 2020. NO ONE at LA Solar seemed to have ANY IDEA what ANYONE ELSE there had confirmed or set up, etc. and our various “Contract Managers” either left LA Solar, never bothered to keep us updated when all the continuing delays occurred, or just stopped responding at all. The people we contacted at LA Solar continually gave us conflicting information and regularly misrepresented each new and revised estimated time to completion. It increasingly seemed as if they had never successfully completed this kind of project. We paid EACH installment of the total $42,219 cost faithfully on time when we regularly were told we were “days away from completion” even as early as mid-September, 2020, when Daniel told us we would be in the Permitting Process by October 1, 2020, well before the date required for the 2020 Federal Tax Credit. End SEPTEMBER, 2020. We started calling to find out why nothing had started. Daniel said it was just taking more time to get the permits from City of Huntington Beach and Edison. NOVEMBER 4. David talked to Tomi (now apparently now our new Project Manager). Tomi said the panels were being delivered to them on Friday, Nov 13, and that ALL THE WORK WOULD BE COMPLETED BEFORE DECEMBER 1. Tomi confirmed that ALL PERMITS WERE NOW COMPLETE and they would call. NOVEMBER 12. David received an email from Emily Donn saying that the SOLAR PANELS were scheduled for installation Wednesday, November 18 between 7:30 to 9:30am. NOVEMBER 18: When NO workers showed up for their appointment to install the panels, David called and spoke to Project Support. Daniel Manoukian called back. He said that Huntington Beach City permits were received 11/17 and will e-mail them to us. He said there was a delay in Tesla delivery of the Batteries, and also that the new solar panels were expected early next week. He did not know about email from Emily Donn setting today for installation, but he will check with scheduling, and will personally set installation for 11/27 (or earlier) unless conflict. Panel & battery installation can be done on one day, with battery wiring and commissioning by a different crew on the following day. Daniel agreed to give us updates every 2-3 days (which he did NOT do). Daniel said that OUR ELECTRICAL PANELS & SYSTEM WERE APPROVED, no additional expense was needed and NO FURTHER PERMITS ARE NEEDED. . NOVEMBER 24. 6pm. When we had not heard from Daniel to either confirm or update the installation or to answer David’s questions, we called. He now said that he will schedule the PANEL installation on Wednesday, December 2. On NOVEMBER 25, Daniel called and said they had received 24 batteries and he had already contacted President Ara Petrosyan to make sure we would get priority on 3 of those batteries. We received an email from LA Solar that “Your solar panel installation is scheduled to take place on 12/2/20 between 7:30am and 9:30am. Please confirm. We emailed our confirmation and asked about the Batteries installation. Daniel responded “The 8th is confirmed for the batteries.” When we repeated our concern that the batteries AND the solar panels need to be installed at the same time, Ara replied “We have a solution and even a better solution for you. We will do batteries and solar on December 8th, this will not change.” DECEMBER 8. 8:50 AM – We sent email to Tomi, Ara, Emily & Daniel: “Ara assured us that both the panels and the batteries will be installed today, December 8. Please respond and confirm the time.” Ara replied: Thats is correct. 2pm. No one showed up and we could not reach ANYONE at LA Solar. No update from project manager Tomi as to whether both crews would be here today. In desperation, we again called Ara, the President of LA Solar. He said work would definitely start today, but would continue tomorrow and possibly Thursday. The Battery part of the Installation DID start at 3:pm., but the Solar Panel Installers did NOT show up until the next day. DECEMBER 9. New panels finally arrived 2p. We were told workers would return EARLY MORNING 12/10 and the project would be COMPLETED. Then FRIDAY, DEC 11 IS SET FOR PERMIT INSPECTION and FINAL APPROVAL. DECEMBER 10. a.m. We received a call from LA Solar. The woman confirmed the appointment, and said the workers would arrive between 12noon and 3pm. I expressed concern that SCE’s “FRIDAY FINAL INSPECTION AND APPROVAL” REQUIRED the project to be finished before then. We received the subsequent “URGENT” Installment Invoice, and we paid the next Payment of $18,300. 4:19pm NO WORKERS SHOWED, LA Solar called AND RESCHEDULED. DECEMBER 15: SECOND Rescheduled Date of Inspection A
