We called to cancel the contract on the sixth day. He stated that he could not return our check as 1) He had already cashed it and 2) He had already spent a little over $100 to get a permit. He initially refused to return any money, but after much discussion, we agreed he would keep $200 for his time and expenses, and would return us the remaining $600. To date, he has returned nothing. There are plenty of good plumbers out there; there is no need to hire this one.
