Shortly after the start of the year, I received a notice from the City of Oakland for needed sidewalk repair. I was referred to Rosas Brothers as the "city approved" contractor. My initial attempts to reach Rosas brothers began in April.
After several weeks of voicemails, I reached a human being at their number and scheduled an in-person estimate. They never showed up. After several more weeks of voicemails, I scheduled another estimate and, again, they did not show up.
16 weeks later, I began appealing to the City of Oakland for a new contractor. One of the city inspectors contacted Rosas Brothers on my behalf and they finally came to my house to provide an estimate. Their "estimate" was several illegible square foot markings and prices scrawled on the back of a business card.
The estimate was for $3,000, almost double the $1,800 quoted by the city. The inflated estimate included areas not marked by the city for repair. After several more voicemails, I reached Rosas Brothers for an explanation. They insisted the areas marked were unclear.
I contacted the City of Oakland to send another inspector to re-mark the areas to repair and scheduled another estimate from Rosas Brothers. Absurdly enough, they were still confused over which clearly marked areas needed repair. I contacted the City inspector who was equally incredulous. The City inspector offered to speak with Rosas.
After clarifying the areas to repair, Rosas Brothers offered a single estimate of $2,500 for to repair a 15'x6' and an 18'x6'. Instead of repairing each section individually, they insisted on bridging the section with 50 extra square feet of new concrete. 
After 20 weeks of waiting, I agreed to the estimate.
The repairs passed city inspection; the repairs in front of my driveway left a one inch vertical gap between the driveway pavers and the sidewalk itself. Sloppy workmanship, horrible service.
