I had hired Patrick McGuire a few times before for small, 1-3 hour jobs, but he became very unprofessional during this job. The job should have taken about a week and a half at most, even given ample time for inspection, but he strung it out for almost a month (down payment on 10/31, final on 11/26). Since it was to be a short job, no payment schedule was arranged or mentioned beforehand. When about 20 % of the job was done, he'd already been paid over 60%. I told him this made me uncomfortable. He continued to ask for more money ahead of his progress. Each time I refused, he became angry. Although unpleasant, it wasn't until I withheld prepayment that he finally showed up and worked at an almost normal schedule. However, to get back at me, he didn't do any of the work we had agreed on that wasn't written specifically into the estimate. We had agreed that the job required two permits, but he only purchased one. Because he seemed desperate for money, I finally went and bought the second one so the job could be completed/inspected. I spoke to him on the phone from the permit office to get information I needed for the form, so he knew I had purchased it. Despite doing part of the work on the second permit, when the inspector came for final inspection, Patrick claimed no ownership or responsibility for the permit. The inspector made a list of fixes that Patrick should perform to bring his work up to code on the second permit (the work on the garage). Patrick abandoned this part of the job, threatening me with a list of bogus sub-charges, that were part of the whole job to begin with, if I didn't pay him the full price. Patrick doesn't have employess so must hire individuals who are licensed contractors to avoid paying workman's compensation and to legally have any assistance on a project. For my project, I was told that a licensed contractor would come with him one day to pull the wires through the conduit. Long after he had told me the wires would be pulled, he brought his wife to pull the wires. More troubling, and without my permission, his young son was brought into the work area next to the open trench while the wire pulling occurred.
