Walter Lopez Contractor

Walter Lopez was hired on 12/11/2017. Walter quoted me a price of $2700.00 with a down deposit of $1700.00 and $1000.00 due at completion on 12/29/2017. Walter and I communicated via text message about the job, he informed me that he had taken on another job that needed his time, because the job wasn't done by the time he quoted he would throw in free labor of installing my baseboards if I purchased the material. I bought $575 worth of material. As of 03/10/2018 Walter has not finished one task he was paid to do. He has not offered me a refund and has taken on further clients. He allowed the material I purchased to sit out over the past few months and so it no longer usable. I had to hire another contractor to finish the job. The contractor I hired stated he had never in all his years seen a contractor be paid and only complete 10% of the job and walk away.
